CARE Canada Applauds Increase to International Assistance in Budget 2022

OTTAWA, 7 APRIL 2022 – Today, the Government of Canada presented Budget 2022 and its plan for an equitable post-pandemic recovery, increases in defense spending, and support for international assistance as effective and powerful ways to enhance Canada’s health, security, and prosperity, and that of millions of people around the world.

CARE Canada welcomes the budget as an encouraging step towards the government’s commitment to increase Canada’s international assistance budget each year. This would support sustainable, equitable, and feminist international cooperation and align our commitments to the United Nations’ 2030 Agenda for Sustainable Development.

“International assistance increases our collective global health, safety, and livelihoods,” said Barbara Grantham, President and CEO of CARE Canada. “Without adequate funding we erode decades of investments and progress, particularly around women’s rights and gender equality.”

“Given the importance of decolonization and working collaboratively with local partners to achieve our aims, charities and non‐charities must be able to work together, while ensuring adequate accountability and transparency. The willingness to change the Income Tax Act as recommended by the charitable sector and as written in Bill S-216 is a critical step in this regard,” Grantham added.

Budget 2022 also outlined the continued commitment to contribute to the global effort to improve equitable access to COVID-19 vaccines, tests, and treatments through the Access to COVID-19 Tools Accelerator. This is critical: in the global south only 14.5 per cent of people have received one COVID-19 vaccine dose, compared to 64.5 per cent in high-income countries.

As the world faces the ongoing and intersecting crises of COVID-19, climate change, and conflict, the need for Canada’s feminist international assistance has never been more urgent. From Afghanistan to Lebanon, Yemen, the African Sahel, Ukraine and beyond, humanitarian needs are growing, and disproportionately so among women, girls, and marginalized people.

CARE Canada encourages the Government to continue to prioritize its commitments within the Feminist International Assistance Policy. Canadian leadership remains crucial. Today’s budget signals are steps in the right direction.
